  • Approval Document: The original fourth copy of the valid "Guangdong-Hong Kong-Macao Motor Vehicle and Driver Travel Authorisation Notice" issued by the Guangdong Provincial Department of Public Security.
  • Licence holder's supporting documentation.

Hong Kong-China vehicle licence plates held in a private capacity

  • Copy of Hong Kong Identity Card.
  • Certified copy of National People's Congress or Chinese People's Political Consultative Conference membership credentials.
  • The original or a copy of proof of address (such as a water/electricity/gas bill or mobile phone bill, or bank correspondence), which must not be more than three months old.

Hong Kong-China vehicle licence plates held by the Unlimited Company

  • A valid copy of the Hong Kong Business Registration Certificate.
  • Certified extract of information from the Business Register issued by the Business Services Bureau within the past year.

Hong Kong-China vehicle licence plates held by the company

  • Valid copy of Hong Kong Business Registration Certificate
  • A certified copy of the latest annual company search results (for accessing company information) or a certified copy of the latest annual return (certified by the Companies Registry or a Hong Kong certified public accountant/solicitor)
  • Overseas company registration documents and list of directors (certified by a Hong Kong chartered accountant/solicitor), letter of authorisation, and items 4(a) and (b) of the authorised Hong Kong company (applicable to overseas companies not registered in Hong Kong).
  • Vehicle: A certified copy of the Hong Kong vehicle registration document (the vehicle must hold a valid licence plate. Should the applicant not be the registered owner of the private car, a certified copy of documentation proving the relationship between the owner and the applicant must also be submitted).
  • Driver: Copy of identity document and copy of valid Hong Kong full driving licence.
  • Documentation evidencing business activities in the Mainland: Hong Kong private motor vehicle – Copy of the Certificate of Approval for Enterprises with Foreign Investment from the People's Republic of China, Taiwan, Hong Kong and Macao, and Overseas Chinese.
  • Applicant's specimen signature.

Renewal (with no changes to the vehicle or driver)

  • Approval Document: The original fourth copy of the valid "Guangdong-Hong Kong-Macao Motor Vehicle and Driver Travel Authorisation Notice" issued by the Guangdong Provincial Department of Public Security.
  • A valid copy of the Hong Kong Business Registration Certificate or a copy of the National People's Congress/Chinese People's Political Consultative Conference Member Certificate (where applicable).
  • Where the applicant is not the registered owner of the private car, a certified copy of documentation proving the relationship between the owner and the applicant (such as the most recent annual return or a certified copy of the business registration search) must also be submitted.

Renewal (with driver changes)

  • Approval Document: The original fourth copy of the valid "Guangdong-Hong Kong-Macao Motor Vehicle and Driver Travel Authorisation Notice" issued by the Guangdong Provincial Department of Public Security.
  • A valid copy of the Hong Kong Business Registration Certificate or a copy of the National People's Congress/Chinese People's Political Consultative Conference Member Certificate (where applicable).
  • Where the applicant is not the registered owner of the private car, a certified copy of documentation proving the relationship between the owner and the applicant (such as the most recent annual return or a certified copy of the business registration search) must also be submitted.
  • A copy of the driver's identity document and valid Hong Kong full driving licence.
