Exemption from driving test for Hong Kong driving licence

  • Holders of overseas driving licences driving in Hong Kong

    Holders of overseas driving licences wishing to drive in Hong Kong may do so by one of the following methods:

    • Apply for the issuance of a full driving licence without taking the test.
    • Apply for a provisional driving licence.
    • Visitors to Hong Kong (i.e. persons who have arrived in Hong Kong but have not resided in Hong Kong for more than twelve months) may apply for a full driving licence without taking a test, provided they hold a valid overseas driving licence or an International Driving Permit.

    Eligibility Criteria

    Hold an overseas driving licence issued by one of the listed recognised countries (including China) or territories.

    Overseas driving licences must:

    • Remains valid or has expired for no more than three years.
    • Issued upon successful completion of the relevant driving test in the issuing country or region.
    • The category of vehicle applied for must be one authorised for driving by the country or local authority that issued the driving licence.

    Complies with one of the following provisions:

    • The licence was originally issued to you on any day during a period of not less than six months in which you resided in the issuing country or locality.
    • Holding a licence in that recognised country or territory for not less than five years immediately prior to the application.
    • Hold a passport or equivalent travel document issued by the country or locality that issued the licence.
    • Hong Kong Identity Card (original and photocopy)

Exemption from driving test for mainland driving licence application

Hong Kong residents or Hong Kong permanent residents (first-time applicants) Documents required and accepted:

  • Copy of Hong Kong Identity Card (front and back)
  • Hong Kong Home Return Card Duplicate (Front and Back Copies)
  • Hong Kong (Full) Driving Licence Copy (Front and Back Copies)
  • Four colour photographs on white background (1” x 1.5”) and one colour CD photo on white background. Students may also visit the Good Fortune retail outlet to pay and have their photograph taken. Dark-coloured clothing (excluding white) must be worn; hats and spectacles are not permitted; both ears must be visible.
  • Documents required for Macau residents or Taiwan residents (first-time application):
  • Copy of Macau Identity Card (front and back)
  • Macau Home Return Card Duplicate (Front and Back Copies)
  • Copy of Macau Driving Licence (both sides)
  • Required documents for Taiwanese residents (first-time application):
  • Copy of Taiwan passport (front and back)
  • Taiwan Compatriot Permit (front and back photocopies)
  • Copy of Taiwanese Driving Licence (front and back)

 

• Holders of Hong Kong Class 1A or 2A driving licences may exchange them for a Chinese Class C2 licence for small automatic transmission vehicles.

• Holders of Hong Kong Category 1 or 2 driving licences may exchange them for a Chinese Category C1 licence for small motor vehicles.

• Holders of all three types of Hong Kong driving licences may apply for a Chinese E licence (automatic transmission not permitted for motorcycles)

Exemption from Examination for Macau Driving Licence Eligibility Criteria and Applicants Applicants must hold both:

  • Macau Resident Identity Card.
  • Any one of the following valid driving licences.
  • Driving licences issued by countries and territories that are Contracting Parties to the Convention on Road Traffic.
  • People's Republic of China Motor Vehicle Driving Licence (effective from 16 May 2023, and exclusively for the purpose of exchanging without examination for a Macau Category B light motor vehicle licence or a Category B licence with automatic transmission restrictions, provided the licence is for the following mainland driving categories: C1 (small car), C2 (small automatic car), or higher).

Procedures and required documentation:

  • Application Form for Exemption from Driving Test for Exchange of Macau Driving Licence (011/DLC)
  • One clear photocopy of a valid Macau Special Administrative Region Resident Identity Card (original must be presented)
  • Two recent photographs (1.5-inch colour, white background, without headwear) (photograph specifications), or alternatively, a passport-style photograph from the “One-Account Pass” service taken within the last six months from the date of application (list of authorised photographers available within the “One-Account Pass” system).
  • Two photocopies of a valid driving licence issued outside the Macao SAR (original must be presented), or the original driving licence issued outside the Macao SAR (if required by the issuing authority) (see Note 8)
  • Medical Certificate for Vehicle Drivers
  • Applicants who already hold a Macao driving licence must submit the original Macao driving licence.
