Overseas driver's license holders driving in Hong Kong
Holders of overseas driver's licenses who wish to drive in Hong Kong may do so by using one of the following methods:
- Apply for the issuance of a formal driver's license without taking the examination.
- Apply for a provisional driver's license.
- Visitors to Hong Kong (i.e., persons who have arrived in Hong Kong but have not resided in Hong Kong for more than twelve months) may apply for a formal driving license without taking a test, provided they hold a valid overseas driver's license or an International Driving Permit.
Eligibility Requirements
Hold an overseas driver's license issued by the listed recognized countries (including China) or regions.
Overseas driver's licenses must:
- Still valid or expired for no more than three years.
- It is obtained after successfully completing the relevant driving examination in the issuing country or region.
- The vehicle category applied for must be the category authorized for driving by the country or locality that issued the driver's license.
Meet one of the following requirements:
- The license was originally issued to you on any day during a period of at least six months in which you resided in the issuing country or locality.
- Holding a license in that recognized country or territory for no less than five years immediately prior to the application.
- Hold a passport or equivalent travel document issued by the country or locality that issued the license.

Exemption from driving test for mainland driver's license processing
Hong Kong residents or Hong Kong permanent residents (first-time applicants) Documents required and accepted:
- Copy of Hong Kong Identity Card (front and back)
- Hong Kong Home Return Card Copy (Front and Back Copies)
- Hong Kong (Official) Driver's License Copy (Front and Back Copies)
- Four color photos on white background (1” x 1.5”) and one color CD photo on white background. Students may also visit the Good Luck store to pay and have photos taken. Wear dark-colored clothing (excluding white), no hats or glasses, and both ears must be visible.
- Documents Required for Macau Residents or Taiwan Residents (First-Time Application):
- Copy of Macau Identity Card (front and back)

- Copy of Macau Driver's License (front and back)
- Required Documents for Taiwan Residents (First-Time Certificate Application):

• Holders of Hong Kong Class 1A or 2A driver's licenses may exchange them for a Chinese Class C2 license for small automatic transmission vehicles.
• Holders of Hong Kong Class 1 or Class 2 vehicle licenses may exchange them for a Chinese C1 license for small passenger vehicles.
• Holders of all three types of Hong Kong driving licenses may apply for a Chinese E license (automatic transmission not available for motorcycles).
Exemption from Examination for Macau Driver's License Eligible Applicants and Requirements Applicants must hold both:
- Macau Resident Identity Card.
- Any one of the following valid driver's licenses.
- Driver's licenses issued by countries and regions that are signatories to the Convention on Road Traffic.
- People's Republic of China Motor Vehicle Driver's License (Effective May 16, 2023, and only eligible for exemption from examination when exchanging for a Macau Category B light motor vehicle license or a Category B license with automatic transmission restrictions for the corresponding mainland driver's license categories: C1 (small passenger vehicle) or C2 (small automatic transmission vehicle) and above).
Procedures and Required Documents:
- Application for Exemption from Examination for Exchange of Macau Driving License (011/DLC)
- One clear photocopy of a valid Macau Special Administrative Region Resident Identity Card (original must be presented)
- Two recent photographs (1.5-inch color, white background, without headwear) (photo specifications), or opt to use a government-issued photo from “My Photo” within the “One-Account Pass” system taken within the last 6 months from the date of application (list of photography merchants within the "One-Account Pass" system).
- Two photocopies of a valid driver's license issued outside the Macao SAR (original must be presented), or the original driver's license issued outside the Macao SAR (if the issuing authority requires it) (see Note 8).
- Driver's Physical and Health Certificate
- Applicants who already hold a Macau driver's license must submit the original copy of their Macau driver's license.
