Eligibility Criteria
Applicants must be Hong Kong residents holding a valid Hong Kong Identity Card and a Hong Kong and Macao Residents' Travel Permit to the Mainland (i.e. Home Visit Permit), and must possess other relevant documents including Hong Kong and Mainland driving licences/driving permits (if the applicant is one of the designated drivers). Applicants must be the registered owner of the private car being applied for.
Driver qualification
- Each applicant may designate no more than two drivers (one of whom may be the applicant) to operate their private vehicle between Hong Kong and Guangdong Province. Designated drivers must be Hong Kong residents holding a valid Hong Kong Identity Card. Furthermore, designated drivers must hold valid travel documents for entering and exiting the Mainland, such as a Hong Kong and Macao Residents' Mainland Travel Permit (commonly known as the "Home Visit Permit"), or a foreign passport with a valid visa (or residence permit, permanent residence identity card), or other international travel documents with a valid visa (or residence permit, permanent residence identity card). They must also possess both a Hong Kong driving licence and a Mainland driving licence.
