Common Ground Written Application Materials
  • Proof of subject's eligibility - Foreign Investment Enterprises: Certificate of Approval for Taiwan, Hong Kong and Macao Overseas Chinese Investment Enterprises or Certificate of Approval for Foreign Investment Enterprises.
    - Enterprises with three sources and one supplement: Certificate of Record of Agreement (Contract) and related agreements issued by foreign economic and trade departments.
    - Foreign Financial Institutions: Financial Business License and approval from the China Banking Regulatory Commission.
    - Shenzhen Free Trade Zone Enterprises: Application Letter from Shenzhen Free Trade Zone Authority + Counterpart Investment Enterprise Approval Certificate.
  • Business License Business License of Enterprise Legal Person with the condition that the paid-in capital reaches the application amount (Enterprises with three to one subsidies can provide the "Guangdong Province Special Business License for Foreign Material Processing").
  • Qualification Report The previous "Capital Verification Report" issued by the CPA firm in the province (with the firm's practice license and business license); if the firm has been restructured/cancelled, provide the certificate of the local Finance Bureau or CPA Association.
  • Tax Certificate Proof of tax payment for the previous year and tax payment vouchers issued by the tax department of the prefecture level city where the enterprise is located (Guangzhou and Shenzhen can be relaxed to district level).
  • Investors' certificates - Hong Kong company: Chinese version of the Business Registration Certificate, limited company plus Certificate of Incorporation
    - Macau Company: Chinese version of the Certificate of the Commercial and Movable Property Registry of Macau
    - Foreign company: Certificate of Incorporation + Chinese translation from provincial notary public office Individual investor: Identity document (Hong Kong and Macau residents with Home Visit Permit, Taiwan residents with Taiwan Cellular Card, foreign citizens with passport + Chinese translation).

Individual Application

Member of the Chinese People's Political Consultative Conference (CPPCC) / Deputy to the National People's Congress (NPC)
  • Request Letter Application letter issued by the CPPCC/NPC (at provincial level or above) or the Liaison Office of the Central People's Government in Hong Kong and Macao (with individual written application; the list of CPPCC members must be filed by the provincial CPPCC).
  • Identity documents CPPCC/Deputy to the National People's Congress Card, ID card, Home Visit Permit/Taiwanese Citizen's Permit
  • Vehicle Materials Refer to the requirements of enterprise vehicle registration documents, and provide proof of affiliation according to the corresponding entity when the names do not match.
Donations to public welfare organizations
  • Supporting Documents Application letter issued by the CPPCC/NPC (at provincial level or above) or the Liaison Office of the Central People's Government in Hong Kong and Macao (with individual written application; the list of CPPCC members must be filed by the provincial CPPCC).
  • Identity documents Home Visit Permit / Taiwanese Nationality Card / Passport (for foreign nationals with Chinese translation)
  • Vehicles and other materials Consistent with the category of CPPCC members / NPC deputies

Vehicle Related Materials

  • Registration of documents Vehicle Registration Document of the Transport Department of Hong Kong or Certificate of Title / Motor Vehicle of the Commercial and Movable Property Registration Bureau of Macau (the name of the vehicle owner should be the same as that of the investor).
  • Supplementary Material for Name Discrepancy - Hong Kong Limited: Annual Returns.
    - Hong Kong Unlimited: "Application for Business Registration of Individuals Carrying on Business in Hong Kong".
    - Macau company: Certificate of the Commercial and Movable Property Registry.
    - Foreign Company: Law firm certificate + Chinese translation (must prove affiliation: sub-parent, shareholder or director).
  • special requirement Enterprises that are engaged in TFP are also required to provide "Customs Import Declaration" (stamped with the Customs inspection and receipt/release stamp) for their machinery and equipment.

Driver and other materials

  • Driver's license Hong Kong / Macau Identity Card, Hong Kong / Macau Driver's License, Mainland Motor Vehicle Driver's License (all photocopies); Hong Kong and Macau residents with Home Visit Permit, and foreign nationals with passport + Chinese translation.
  • photographs One 45-degree color photo of the left side of the vehicle (88mm×60mm), and one recent large 1-inch color photo of the driver with a crownless red background.
