First-time application for a restricted area permit
- Approval Document: The original fourth copy of the valid "Guangdong-Hong Kong-Macao Motor Vehicle Travel and Driver Driving Approval Notice" issued by the Guangdong Provincial Public Security Department.
- License holder's proof of identity.
Hong Kong-China vehicle license plates held in personal names
- Copy of Hong Kong Identity Card.
- Certified copy of National People's Congress or Chinese People's Political Consultative Conference member credentials.
- Original or photocopy of proof of address (e.g., water/electricity/gas bill or mobile phone bill, or bank correspondence), which must be dated within the last three months.
Hong Kong-China vehicle license plates held by unlimited companies
- Valid copy of Hong Kong Business Registration Certificate.
- Certified extract of information from the Business Registration Register issued by the Commerce Department within the past year.
Hong Kong-China vehicle license plates held by the company
- Valid copy of Hong Kong Business Registration Certificate
- A certified copy of the latest annual company search results (company information lookup) from the Companies Registry or a certified copy of the latest annual return (certified by the Companies Registry or a Hong Kong certified public accountant/solicitor)/
- Registration documents and list of directors of the overseas company (certified by a Hong Kong CPA/solicitor), power of attorney, and items 4(a) and (b) of the authorized Hong Kong company (applicable to overseas companies not registered in Hong Kong).
- Vehicle: A copy of the Hong Kong vehicle registration document (The vehicle must hold a valid license plate. If the applicant is not the registered owner of the private car, a certified copy of documentation proving the relationship between the owner and the applicant must also be submitted).
- Driver: Copy of identification documents and copy of valid Hong Kong standard driver's license.
- Documentation for business activities in mainland China: Hong Kong private vehicles - Copy of the Certificate of Approval for Enterprises with Foreign Investment from Taiwan, Hong Kong, Macao, and Overseas Chinese of the People's Republic of China.
- Applicant's Signature Specimen.
Renewal (no changes to vehicle or driver)
- Approval Document: The original fourth copy of the valid "Guangdong-Hong Kong-Macao Motor Vehicle Travel and Driver Driving Approval Notice" issued by the Guangdong Provincial Public Security Department.
- A valid copy of the Hong Kong Business Registration Certificate or a copy of the National People's Congress/Chinese People's Political Consultative Conference member certificate (if applicable).
- If the applicant is not the registered owner of the private car, a certified copy of documentation proving the relationship between the owner and the applicant (such as the most recent annual return or a commercial registration search) must also be submitted.
Renewal (Driver Change)
- Approval Document: The original fourth copy of the valid "Guangdong-Hong Kong-Macao Motor Vehicle Travel and Driver Driving Approval Notice" issued by the Guangdong Provincial Public Security Department.
- A valid copy of the Hong Kong Business Registration Certificate or a copy of the National People's Congress/Chinese People's Political Consultative Conference member certificate (if applicable).
- If the applicant is not the registered owner of the private car, a certified copy of documentation proving the relationship between the owner and the applicant (such as the most recent annual return or a commercial registration search) must also be submitted.
- Driver's identification documents and a copy of a valid Hong Kong full driving license.
